RESOLVE:

First .- Object.
This resolution seeks to convene, 2010, in grant aid to the Basque Centers, Federations and Confederations of Basque Centers-Euskal Etxeak under conditions regulated by Decree 50/2008, of 18 March.

Second .- Temporal scope of eligible activities.
The programs and activities that make use of this call will materialize Dur-ing the year 2010 and must be culminated in all cases to 31 December.

Third .- Eligible costs and activities.

1 .- Current expenditure and organization of activities. Chapter IV: are eligible operating expenses, as well as conducting annual or specific activities nonprofit preferably in the following areas of actions that are:
- Youth
- Women
- Image outreach and communication
- Recovery of Historical Memory

Eligible expenses for operation and maintenance of the Centres (staff salary costs, social security, travel, water, electricity, heating, taxes, insurance, rent and the like) may not exceed the costs of activities, and have the limit of 50% of the grant.

2 .- Expenditure on infrastructure and equipment. Chapter VII: eligible costs of infra-structure and equipment of the Centres, priority-do those relating to:
- Fixed damage caused by disasters.
- Elimination of architectural barriers.
- New construction of headquarters of Basque centers.
- Adaptation of spaces for young people.
- Introduction of technologies for the development of activities for youth and women.

3 .- The minimum amount of subsidies "will be released by Chapter 300. In the event that the application of the formula that provides for the determination of amount is an amount in-inferiority, no aid will be granted.

4 .- The maximum amount of subsidies, courtesy of Chapter IV is 65,000 euros.
Fourth .- Financial Resources.
The overall amount of economic resources des-tinados this call, from the corresponding budgetary appropriations provided for that purpose in the General Budget of the Autonomous Community of the Basque Country in 2010, amounting to the sum of one million four-veintinue seen in 1395 (1,429,395) euros, distributed as follows:
To Chapter IV: 1,000,000 euros for Chapter VII: 429 395 euros.

Five .- Place and deadline for applica-tions.
Applications to benefit from the aid to be called, will be formulated in the standard form attached as Appendix I and is also dis-position of the parties and on the website www.euskadi.net  

Applications shall be addressed and forwarded to the Presidency of the Government-Lehendakaritza, Secretary-General for External Affairs, c / Navarra, 2, 01 007 Vitoria-Gasteiz, or delegations of Euskadi, in countries where there.
They may also occur in other forms indicated by Article 38.4 of Law 30/1992 of
November 26, Legal Regime of the public administration and Administrative Procedure

Sixth .- Evaluation criteria and selection.

The Evaluation Commission, under article
11 of Decree 50/2008, of 18 March, in the exercise of its task of evaluation and selection will take into consideration the following criteria:
A) For current expenses and organization of activities (Chapter IV):
1 .- Empowerment of social, economic and cultural ties with the Basque Country and the Basque collective tivities abroad, according to the Four Year Plan approved by the Advisory Council (30 points):
a) Relations with Basque Clubs of the surroundings - max. 10 points.
b) Relations with the Basque Country - max. 10 points. c) Relations with Basque centers in other countries -
max. 10 points.
2 .- Significance for consolidation and / or growth, promoting internal cohesion (35 points):
a) Preparation and approval by the identity of a
2008-2011 Quadrennial Plan - max. 20.
b) Number of members: 1 point for every 100 so-vices - max. 5 points.
c) The level of scheduled activity, depending on the number and importance of the activities presented
- Max. 10 points.
3 .- Trajectory of activities of the applicant institution (up to 25 points):
a) Significance or external projection of the activi-ty: media, public to come, etc. - Max. 10 points.
b) Adequacy of infrastructure (headquarters, website, etc.) to undertake activities - max. 5 points.
c) Curve of activity in recent years - max.
10 points.
4 .- The gender perspective in the programs, activities or actions to be taken (up to 10 points).
a) Participation of women in boards Direc-tions on an equal footing - max. 5 points.
b) Affirmative action - max. 5 points.
B) For expenses of infrastructure and equipment

(Chapter VII):
1 .- Significance for consolidation and / or growth (up 30 points).
a) Preparation and approval by the identity of a
2008-2011 Quadrennial Plan - max. 10 points.
b) Number of members: 1 point for every 100 so-vices - max. 5 points.
c) Activities and cultural diffusion - max. 5 points.
d) Importance of the geographical area of influence:
town, city, region, country - max. 5 points.
e) Arrangements urgent works projects or overlaps equi-up - max. 5 points.

2 .- Feasibility of the project submitted (up to 35 points).
a) economic trajectory in equipment and works, taking into account the justification for previous dossiers - max. 10 points.
b) Own Resources - max. 15 points, assigned to one of the following headings (the percentages are rounded to the nearest whole number):
- Contribution of 0-25% - between 0 and 3 points.
- Contribution of 26-50% - between 4 and 7 points.
- Contribution of 51-75% - between 8 and 11 points.
- Contribution of 76-100% - between 12 and 15 points. c) Type of location: the property (10 points) or rent (5 points).

3 .- Degree of necessity and appropriateness of the project
(35 points).
a) Degree of necessity of the work or equipment
- Max. 20.
b) adequacy of the budget for this need, assessing the balance of the budget regarding the relative importance of the center
- Max. 15 points.

Seventh .- Evaluation Commission.
The Evaluation Committee under article
11 of Decree 50/2008, of 18 March, will be in-formed of the following members:
- D. Loyola Julian Celaya, Director for Citi-zens and the Basque Communities Abroad, President of the Commission.
- D. Andoni Martín Arce, Secretariat-General for External Affairs, vocal.
- D. Oregi Benan Inurrieta, the Ge-neral Secretariat of Foreign Action, vocal.
- Mrs. Mary Elizabeth Etxabarria Perez of the General Secretariat for Foreign Action, co-secretary of the mission.

Eighth .- Resolution of the procedure.
The Secretary-General for External Affairs, in view of the proposal made by the evaluation committee will resolve the call.

Nine .- Justification for the grant.
To facilitate the presentation of the documentary evidence to justify the costs incurred in the implementation of the subsidized activity and prevent where possible the request for clarification which could delay the realization of the last payment of the grant, is incorporated in the Annex II, a model sheet for inclusion in the terms of invoices and expense vouchers submitted, duly numbered, identified and classified.

ADDITIONAL PROVISION

According to Regulation (EC) 1998/2006 of 15 December 2006, help-ing these are classified as de minimis, since no total aid to a legal or physical-ca determined exceed 200,000 euros dur-ing a period of three fiscal years. It is considered that below this limit aid does not affect trade and / or does not distort competition and with-next not fall within the scope of paragraph 1 of Article 87 EC.

FINAL PROVISIONS

First .- In matters not provided for in this Resolution, shall apply the provisions of Decree-to 50/2008, of 18 March, regulating the system of subsidies to the Basque Centers-Euskal Etxeak, and Law 30/1992 of 26 November on the Legal Regime of Public Administrations and Common Administrative Procedure, modified-da by Law 4 / 1999 of 13 January.

II .- Against this resolution, which exhausts the administrative, interested parties may appeal an optional replacement-ing the Secretary General for External Affairs, within one month from the day following its publication in the Official Gazette of the Basque Country, or re-course for judicial review before the Board of Administrative Litigation of the High Court of Justice, within two months from the day following its publication in the same gazette.

Third .- This Resolution shall take effect from the day following its publication in the Official Bulletin newsletter serving the Basque Country.
